This error occurs when a chart of account is missing a header account or a header account is set to level 0. You'll need to comb over your chart of accounts to find where the missing header account is, or if you have any header accounts that are set to level 0.

Your header accounts are your non-postable accounts that are coloured in Blue. These accounts are required for your detail accounts to be merged into for reporting and consolidation.
